EESC's rural renaissance: paving the path to prosperity in Europe

The European Economic and Social Committee (EESC) believes that in the heartlands of Europe lie the seeds of its future prosperity. In an own initiative opinion adopted at its April plenary, it underscores its steadfast commitment to nurturing rural communities and reaffirms its dedication to the long-term vision for the EU's rural areas (LTVRA).  The EESC proposes a European charter of rights and responsibilities as a step toward a comprehensive EU rural strategy.

Embracing the European Union's Rural Action Plan and the Rural Pact as beacons of progress, the EESC acknowledges their alignment with the aspirations of rural stakeholders. Yet, in the pursuit of excellence, it advocates for continuous evolution. Recognizing the dynamic needs of rural environments, the EESC calls for enhanced frameworks, annual assessments, and targeted interventions to ensure that no corner of rural Europe is left behind.

Marc Decoster the rapporteur of the opinion said: ''We reaffirm our unwavering support for the EU's long-term vision for rural areas, yet stress the necessity for updating the Rural Action Plan to better serve rural needs, coupled with regular assessments. Inclusive decision-making requires the involvement of all stakeholders at multiple levels, from Member States to local actors, fostering effective governance. Our proposal for a European charter of rights and responsibilities signals a transformative step toward a comprehensive EU rural strategy. Recognizing the Rural Pact's significance, we advocate for a dedicated policy post-2027, backed by sufficient funding, while underscoring the pivotal role of family structures and local enterprises, alongside the European rural observatory's invaluable insights into rural dynamics.''

At the core of this initiative is the principle of inclusivity. The EESC emphasizes the importance of engaging Member States, regions, and local communities in shaping their own paths, highlighting the need for involvement from various levels and stakeholders. Through the Rural Pact, a collaborative platform is established to encourage cooperation and amplify voices from all sectors of society.

Recognizing the progress made by proactive nations and regions in implementing rural development programs, the EESC welcomes a new era. Strategic guidance documents are published to illuminate the path towards sustainable transformation. Additionally, the EESC proposes the creation of a European charter outlining rights and responsibilities to promote harmonious coexistence between rural and urban areas.

Advocating for a shift in rural policy-making, the EESC calls for dedicated funding mechanisms and improved access to resources to support family enterprises, small businesses, and community-driven projects. The establishment of a European rural observatory provides valuable insights into rural dynamics, guiding policy formulation and interventions.

Despite successes, challenges remain, particularly regarding accessing EU funds for aspiring entrepreneurs. Simplification measures are seen as promising solutions to facilitate the realization of rural development goals.

Promoting a culture of mentorship and collaboration, the EESC supports local and regional initiatives such as LEADER programs and Smart Villages, fostering rural innovation and resilience.

As Europe moves towards a future of rural prosperity, the EESC urges European institutions to embrace this new chapter in rural development. By echoing the voices of local stakeholders and policymakers, the EESC envisions a vibrant rural Europe poised for success.
